Volta Polska is co-creating Poland's first local energy hub integrated with an agri-food cluster

On March 18, 2026, a Declaration of Cooperation was signed in Łobżenica, marking the launch of the Łobżenica Economic Zone—Poland’s first local energy hub integrated with an agri-food cluster. The project, co-created by the local government and private partners, has the support of the national government and the grid operator Enea Operator. Volta Polska serves as a co-initiator and strategic partner for the planned renewable energy installations. The zone will offer infrastructure unique in Poland: its own diversified energy system, access to technological utilities, and conditions conducive to the development of modern agri-food processing.

On 18 March 2026, the Łobżenica Economic Zone (ŁEZ) project was launched with the signing of a Declaration of Cooperation in Łobżenica. The document was signed by: Robert Biskupiak (Mayor of Łobżenica); Alicja Wenda (Chairwoman of the Łobżenica City Council); Jarosław Maciejewski (Deputy Governor of Greater Poland Province); Krzysztof Statucki (Director of the Chodzież Branch of Enea Operator); Lech Żak (Member of the Executive Board of the Association of Polish Electrical Engineers); and companies involved in the zone’s development, including Volta Polska (co-initiator and strategic energy partner of the zone). Other partners responsible for the remaining technological and production installations are also participating in the project.

The Łobżenica Economic Zone is notable for its unique investment profile. The region’s natural resources support the development of an agri-food cluster centred on the processing of fruit and vegetables, the production of organic food, and the Bio Agro Food sector. In order to realise this potential, the necessary infrastructure must be in place, including stable and diversified sources of electricity and heat, access to chilled water and CO₂, and conditions that ensure the continuity of production, processing, and storage. The ŁEZ project addresses these needs by ultimately planning several dozen hectares of investment land with its own integrated energy system — a solution that is unprecedented in Poland.

For years, Łobżenica has been at the end of the power grid. This project is set to change that, providing the municipality with a boost to develop agriculture, processing and the local economy as a whole. A key technical element of the project is the construction of a main power supply point (GPZ) and a 110 kV high-voltage line by Enea Operator, which is a signatory to the Declaration and the project’s technical partner. Discussions regarding the investment are ongoing.

Volta Polska plays a dual role in the project, acting as both co-creator of the energy concept and largest investor in the planned renewable energy sources. Over the past four years, the company has developed a portfolio of photovoltaic, wind and energy storage projects in the region with a total capacity of 150 MW. These projects could produce over 230 GWh of energy annually in the future. As part of the project’s development, the Łobżenica Municipal Council adopted one of the first Integrated Investment Plans (ZPI) in Poland at the company’s request in March 2025. Specialised private partners are developing the remaining technological components — a biogas plant, a biomethane plant, a trigeneration power plant and a hydrogen facility — and are creating the concept for the zone’s integrated energy system together with Volta.

The project stands out due to the significant level of institutional involvement. The Deputy Governor of Greater Poland and a representative of Enea Operator signed the declaration as full partners with the intention of advancing the project. The initiative is legally founded on two resolutions passed by the Łobżenica City Council in October 2025. These resolutions gave the project a democratic mandate and clearly defined the direction of action: developing an economic zone and strengthening the municipality’s energy security.
